About the Pilot

Background
This community-focused pilot provides whole home retrofits at no cost to single- and multi-family customers. The pilot targets residential customers in selected communities facing high energy burden and offers comprehensive energy efficiency and safety upgrades to save energy and money on utility bills. The pilot will build partnerships with advocates, community-based organizations (CBOs), and local contractors to serve qualified customers.

Pilot Objectives
  • Increase access to energy efficiency upgrades and incentives for customers with high energy burdens through identification of barriers to participation and the strategies needed to overcome them.
  • Explore additional funding through partnerships and initiatives to scale the pilot statewide.
  • Try new approaches to serve a hard-to-serve market and identify successes that can be duplicated elsewhere.
  • Build partnerships with advocates, community-based organizations, and local contractors to serve customer through members of their community.

Pilot Updates

Final pilot design is currently in development with an anticipated launch in a selected community in Fall 2024.

Participation Requirements

Projects must meet the following criteria to qualify for Affordable Housing New Construction incentives from Focus on Energy:

  • The construction site must be served by a participating Focus on Energy utility.
  • The project must be more than four units.
  • The project must have a documented application with the Wisconsin Housing and Economic Development Authority (WHEDA) and an award letter for low-income housing tax credits (LIHTC).
  • The project must be in a schematic or design development phase.
  • The project may not be already enrolled in another Focus on Energy program.
